Most of the federal mandates for special education are unfunded, so the states must supply the shortfall.

Holistic education was tried in the “Whole Language” reading program, and it was an utter failure that caused many students to have reading difficulties. California is one state that wholeheartedly embraced that method, only to drop it as it later proved flawed.

And yes, there is a shortage of trained specialists because special education teaching it is a difficult and often thankless job with a high burnout rate, and often poor support from administrators and parents alike.
