Need specific advice on how much food to feed my dog?

I’m a little confused about how much food my dog needs. She is an 11 pound pomeranian. Vet says she is a little fat and could lose some weight, but she is not obese. I’d like to see her be an 8 or 9 pound Pomeranian.
Anyway, for the first nine years of her life I just free-fed her (Solid Gold Just A Wee Bit), since she’s always just picked at food and doesn’t gobble it down like bigger dogs. However, this last year I decided to try to be even more holistic and treat her to homemade food. So, now I’m feeding her twice a day. I mix equal amount of the solid gold dry dog food with a food I make (1/3 brown rice, 1/3 cooked bison meat, 1/3 peas and carrots).

Her total rations for the day should be approximately 25% LESS than what she was receiving before. I don’t really see a problem with mixing the dry and homemade if she’s healthy excepting being overweight.
